To help reduce the potential for exposure, reduce the spread, and mitigate the COVID-19: Coronavirus impact in our County, beginning Monday March 16, 2020, the Beaumont-Cherry Valley Water District office plans to be closed to the public. The safety and health of our customers and personnel is our top priority.

Phone Payments – You can make a payment over the phone, 24 hours a day with our automated payment system. Call the District’s main telephone line at (951) 845-9581 and select option 3. Have your account number available when making payments over the phone.

Drop Box – The District office is equipped with a drop box located at our headquarters office at 560 Magnolia Ave, Beaumont, CA. 92223. All payments dropped in the drop box are picked up by 8:30 A.M. Monday – Thursday. Please be sure to include your account number and check made out to Beaumont-Cherry Valley Water District.

COVID-19 (Coronavirus)

COVID-19 has no impact on the quality or supply of your tap water. As always, your tap water is available, plentiful and safe.

While it’s always advisable to stock bottled water at home in case of emergencies that could disrupt water supply, BCVWD does not expect this health outbreak to disrupt service to our customers.

BCVWD is committed to providing its customers with safe and reliable water. All water is properly treated to eliminate pathogens, which includes viruses. This ensures safe drinking water for all our customers.

While BCVWD facilities are currently open for business, we are closed for public access. We encourage customers to do business online or via email and phone. We are actively monitoring the situation and will make adjustments and announcements in the event that anything changes.

Request for Proposal for Landscape Maintenance Services

Prospective landscaping companies are hereby notified that the BEAUMONT-CHERRY VALLEY WATER DISTRICT (Owner) will receive sealed proposals for Professional Services necessary to provide Maintenance Services for Landscaping at various BCVWD Properties.  Such proposals will be received until Wednesday, April 1, 2020, at 2:00 PM at the District Office, 560 Magnolia Avenue, Beaumont California 92223, at which time said proposals will be publicly opened and read.

Owner will review all submitted Proposals and make a recommendation of award to the District’s Board of Directors based upon the qualifications of the landscaping company and associated cost of services.  After the proposals have been evaluated, the highest ranked landscaping companies may be interviewed.

Owner reserves the right to reject any and all proposals and to waive any irregularity.  Time is of the essence, therefore the ability of the landscaping company to perform the services within the time period specified will be considered during the award of the project.  If Owner elects to award a contract for the services, the award will be made within 10 days from the date of the District’s next Board meeting subsequent to the District Staff’s completion of the review of submitted proposals.  Proposals shall be valid for said 90 day period. 

The work shall be performed by a single contractor under a single contract.  Prevailing wages will be in effect for this work and costs must be in compliance with State Labor Code as listed in the project agreement.  A PDF copy of the Request for Proposal may be obtained from Beaumont-Cherry Valley Water District’s website at https://bcvwd.org.  Alternatively, a copy of the Request for Proposal may be obtained from the Owner at 560 Magnolia Avenue, Beaumont California 92223. Federal government awards BCVWD $1.5 million for meter improvements

Beaumont, CA ­– Beaumont-Cherry Valley Water District (BCVWD) was awarded a $1.5 million WaterSMART Water and Energy Efficiency Grant from the Bureau of Reclamation for its Advanced Meter Infrastructure (AMI) project.

“Beaumont-Cherry Valley Water District is honored to be chosen as a recipient for a WaterSMART Water and Energy Efficiency Grant,” said General Manager Dan Jaggers. “Our entire community will benefit from metering upgrades, bringing the District increased efficiency and our customers real-time leak detection capability while saving water, electricity and reducing overall water cost to customers within our service area.”

The project will reduce BCVWD’s reliance on imported water and offset local groundwater pumping. The meters will allow automated reads and improve water conservation by increasing system-wide leak detection effectiveness. BCVWD expects an annual water savings of up to 900 acre-feet by recovering losses currently caused by inaccurate metering and system and on-site leaks. Switching to AMI meters will also increase efficiency, improve customer service, reduce costs and decrease fuel and carbon dioxide emissions.

“We are proud of the District’s efforts to secure funding to support this important project,” said Board President John Covington. “Upgrading our meter system will have significant positive impacts for both residents and the District, saving time, money and resources. We are excited to move forward in implementing these updates.”

The project to complete the upgrade of the more than 19,000 in-ground meters across the District’s service area will be completed in three phases. The total cost of the project is $5.7 million. BCVWD is working with the Bureau of Reclamation to develop a timeline for the project.

WaterSMART Water and Energy Efficiency Grants aim to help organizations with water or power delivery authority leverage their resources on projects that seek to conserve and use water more efficiently, increase the production of hydropower, mitigate conflict risk in areas at a high risk of future water conflict, and accomplish other benefits that contribute to water supply reliability in the western United States.

BCVWD Board Approves Proposed Changes to Rates and Service Charges

The Beaumont-Cherry Valley Water District (BCVWD) Board of Directors approved proposed changes to water rates and service charges following a public hearing on February 27, 2020.

The decision came after a seven-month evaluation by an independent financial expert who studied current rate structures and cost of service. The study revealed the need for new rates and charges based on increasing operating, maintenance and capital replacement costs. This is the first rate adjustment since 2012.

The new rates and service charges go into effect March 1, 2020. Customers can estimate the impact to their bill using the bill estimator tool online at www.bcvwd.org/proposed-bill-estimator. BCVWD staff is also available to answer questions at info@bcvwd.org or 951-845-9581.

All customers received a Notice of Public Hearing in mid-January which detailed how to participate in the rate setting process. BCVWD also held an informational community meeting February 20, 2020, where residents learned more about the proposed rate adjustments, asked questions and provided comments.

Customers will also see a change to the pass-through charges on their bill. Pass-through charges pay for the cost of imported water and energy needed to pump water. These costs are set by BCVWD’s suppliers and are not controlled by the District. The cost to import water increased by 26 percent in 2019.

According to state law, BCVWD cannot charge more than the actual cost of providing water service. As a not-for-profit government agency, BCVWD is not legally allowed to make a profit.

New Request for Proposal – Noble Creek Recharge Facility Fencing Project

NOTICE INVITING BIDS Sealed bids will be received only at Beaumont-Cherry Valley Water District (Owner), 560 Magnolia Avenue, Beaumont, California, 92223 Telephone (951) 845-9581 until 3:00 p.m. local time on Wednesday, March 11, 2020 for Noble Creek Recharge Facility Fencing Project.

WORK: The Work includes the provision of all equipment, labor, and materials to install and construct approximately 2,750 Linear Feet of fencing, gates, and appurtenances to secure the BCVWD Noble Creek Recharge Facility Phase I site, as specified and shown in the Construction Documents:

The project site is located in Cherry Valley, County of Riverside, California.

COMPLETION OF WORK: The work shall be performed by a single contractor under a single contract. All work must be completed within 45 calendar days from Date of Award. 

OBTAINING CONTRACT DOCUMENTS:  A PDF copy of the compete bid package is available on the District Website at www.BCVWD.org. Alternatively, a copy of the complete bid package is available upon request from the District’s Engineering Department. A charge of $10.00 will be made for each hard copy of each bid package requested.

OPENING OF BIDS:  Bids will be publicly opened and read aloud at the place and time stated above Bidders are invited to be present. Bidders may examine the Contract Documents at Beaumont-Cherry Valley Water District, 560 Magnolia Ave., Beaumont, California, 92223.

PERIOD FOR AWARD:  If Owner elects to award a contract for the Work, the award will be made within sixty (60) calendar days from the date of bid opening. 

WAGE RATES:  The Director of the Department of Industrial Relations has ascertained the general prevailing rate of per diem wages and the general rate of holiday and over-time work in the locality in which the work is to be performed for each craft or type of workmen needed to execute the Contract or Work as hereinafter set forth (see Labor Code 1770 et.seq.).  Copies of rates are on file at the office of the Owner, which copies shall be made available to any interested party on request.  The successful Bidder shall post a copy of such determinations at each job site.  Attention is called to the fact that not less than the minimum salaries and all Contractors and Subcontractors shall pay wages on this Project.

LICENSING REQUIREMENTS: Bidders shall be licensed in accordance with provisions of Chapter 9, Division 3, of the Business and Professional Code of the State of California on the date and time of submittal of the bid documents and shall maintain such license until final acceptance of the work. Required classifications are: Class A, General Engineering and/or C-13, Fencing Contractor. Bidders shall have verifiable experience in similar work. Bidders and their sub-contractors shall also be registered to perform public work pursuant to Section 4104 of the public contract code with the State of California, Department of Industrial Relations.

The District cannot award a public works contract to any contractor or subcontractor whose company appears on the ineligible contractor’s list published by the Labor Commission, per Labor Code, Section 1777.1.

The Owner reserves the right to reject any or all Bids, to waive any informality or irregularity in any Bid and to make awards in the interest of the Owner, including award to other than the lowest bidder.  The Owner reserves the right to have performed the entire Work defined by the Contract Documents or such parts of said Work as the Owner may elect, to combine various alternative bids and bid items within a Bid, and to accept or reject one or more separately scheduled bid items within a Bid.  The Owner further reserves the right to withhold issuance of the Notice to Proceed, after execution of the Contract Agreement, for the period not to exceed fifteen (15) days after the date the Contract Agreement is executed.   No additional payment will be made to the successful Bidder on account of such withholding.

NON-MANDATORY PRE-BID CONFERENCE: A Nonmandatory pre-bid conference with representatives of prospective bidders will be held at the Beaumont-Cherry Valley Water District offices, 560 Magnolia Avenue, Beaumont, California at 4:00 pm. on February 25, 2020.  Prospective bidders are invited to present any relevant questions at the pre-bid conference, but insofar as practicable, questions should be prepared in written form and sent to Beaumont-Cherry Valley Water District so as to arrive not later than one (1) days prior to the non-mandatory pre-bid conference.
