Mr. Covington was elected to the Beaumont-Cherry Valley Water District Board in 2014, and has served as the Treasurer, Vice President, and currently President. His professional career started at the Beaumont-Cherry Valley Water District in 1987 thru 2000 as a Water Distribution System Operator/Supervisor. He then moved onto the Yucaipa Valley Water District in 2000 as a Water Distribution Operator III, and left in 2005 to manage the Morongo Band of Mission Indians Tribal Water Resources Department. He is currently employed by the Morongo Band of Mission Indians and has been since 2005. He was hired to manage the Tribe’s Water and Wastewater Departments. He also serves in the capacity of an Administrator and oversees numerous other tribal departments.
In 2002 Mr. Covington joined the Banning Heights Mutual Water Company as a State certified Water Treatment Operator and remains there today. His expertise lies in the area of potable and non-potable water systems, design and distribution, water supply operations, water supply hydraulics, water treatment, quality, and water rights management. He also has extensive knowledge related to Tribal water rights (Federally Reserved), state water rights, and statewide resource management.

Mr. Covington has almost 3 decades of industry experience, as well as serving many local agencies and intergovernmental committees. He is experienced in local and regional water issues, and has been instrumental as an advocate for legislative reform related to Native American water resources and water rights. Mr. Covington has provided expert witness testimony related to water rights and has been recognized by many agencies as a collaborative key person in negotiations and implementing key management decisions and projects.
Mr. Covington’s commitment to the water industry and community is demonstrated through his community service, membership, and participation in several committees statewide. He currently serves as Chairman of the San Gorgonio Collaborative Agency, and Director of the Beaumont-Cherry Valley Water District.
